1. To analyze the operational processes following the core and supporting mandates of the Office of the Welfare Promotion Commission for Teachers and Educational Personnel (OTEP).
2. To provide welfare and benefits for both active and retired teachers and educational personnel in order to promote an appropriate and improved quality of life.
3. To analyze and apply the improved and newly designed processes to ensure their appropriate integration into the revised organizational structure.
